If u want a cheap costume then here is a good funny one

what you need:
cardboard box that you can fit inside
knife
wrapping paper
pen
paper
tape

what you do is take the box and cut a head hole at the top then cover it in wrapping paper and cut arm holes (optional) then take the pen and paper and write to women from god or to men from god
then tape the piece of paper to the box and see if you can fit inside if you can then your finished

Ok sorry, this might be a little long, I have done costumes and won every year and have done state fair also and competed in open classes and have won. Now I judge costume classes:

I like the mermaid idea, you can pretty much go any way you want with that one.

This might require some sewing so your mom or grandma of whomever might be able to help. For the horse do the blue blanket idea. You can make them with lighter material and use safety pins or Velcro to hold it together even imitate like a fly mask cover and cut out the eyes to cover their face. Now to add more points to your costume add blue fringe around the bottom and maybe hot glue bells (this shows a level of difficulty to the judge your horse has mastered and you will score higher). Also blow up small blue balloons and after they are tied safty pin them all around the blanket you have on the horse. I judged a class where the horse was totally covered and even had long stands of bells that were hot glued to long thin ropes (you can find in the fabric department) and where tied to bans and hung off the tail.

For your costume:
I would say do what you think a mermaid looks like. Get pictures. You can where a white spaghetti strap top or a white tee and maybe put a bikini top over it (since I guessing it is for 4H you want to be tasteful). Since you are on a horse get some green tights, spanks, or even pants. You can even get some white pants and spray paint them green and maybe paint scales on randomly through out the pant. You can attach some child's water fins on the bottom of your stirrups (cut some holes at the top and tie them to make fins, you can also spray paint them green also). Wear you hair down and make it wavy or braid it off to the side. Get a fake long pearl necklace and wear it ( like to twist it 1/2 way or near the bottom). You can make your make up kinda dramatic (all the fun shades of makeup you never get to use), get ideas by Googleing makeup and hairstyles. Also I might be to late but some costume shops sell those kind of costumes you can rent or buy so check out prices.

Also just Google for ideas such as: "horse costumes", "4H horse costume ideas", etc

As a judge I look for some of these things: safety for the rider and horse, coverage, difficulty, theme, originality, story concept (all the ones i have judges had fun or stories to go with their costume), etc. Hope this helped, sorry this is kinda long. Also remember to introduce the piece of costume slowly before the competition at home (several weeks if possible).
