I don't think you'll have much luck finding one specifically for a girl - simply because Buzz Lightyear is a male! However I bought a pretty good costume for my son a few weeks ago at http://www.buzzlightyearcostume.co.uk/
They have quite a few different types of Buzz costumes there so you may find something suitable. I hope you find what you are after.

You can't. The official commercially available Buzz costumes, even the most expensive ones, are printed foam. That costume looks like it came straight from the Disney parks, so it was either borrowed from Disney or made especially for the show. You might be able to commission one from somewhere, but probably not in time for Halloween.

I'm trying to make a Buzz Lightyear costume for Halloween next year. (I know, it's early) But I need a red light for his arm laser, and I'm not sure which kind to get. I'd like to hook it up to a battery pack and activate it with a switch. Where can I get a red light that's very bright, but can work off of a battery? And is there a specific kind that would be best? Or would a laser pointer be better? Any suggestions would help.

That's great that you are preparing so early. It is easy to wait too long.
Skip the laser. There are potential eye damage issues, they are hard to turn on and stay on, the batteries will exhaust rapidly, and the operator might be too young to exercise good judgement in its usage.
If you are a do-it-yourself-er or have a hobbyist friend, then obtain a super-bright red LED, a 330 ohm resistor, a switch, and a 9V alkaline battery. Wire them together. The LED will run for about 24 hours.
It is important to connect the LED with the correct polarity or else the 9V will destroy the LED if connected with reverse polarity.
Radio Shack, Newark, Mouse, and DigiKey all sell the above parts.
If you are not a DIYer, you can find several LED flashlights that have a red light mode. I would insist on seeing such a flashlight demonstrated before buying it to ensure that it has the desired effect.
